The association is governed by a board elected by the general assembly. The board makes strategic decisions and oversees financial transparency.

Organizational structure
Under section V of the Charter, the governing bodies of the association are:
Qurultoy (congress)
The highest governing body. Approves and amends the Charter, sets the long-term direction of the association's work, and elects the Kengash and the audit commission. It convenes at least once every two years.
Kengash (council)
The governing body between congresses. Elected for a three-year term with no fewer than three members.
Audit and inspection commission
Oversees financial, economic and statutory activity. Elected for a three-year term with three members.
Director
Head of the organization. The Director is at the same time chairman of the Kengash and leads its work.
Meetings of the Qurultoy and the Kengash are quorate when at least two thirds of members take part; decisions are taken by a simple majority.
